HACCP was first developed as a form of space food development for
NASA in the 1950s. NASA demanded strict quality assurance from Pillsbury,
who supplied space food to NASA, and Pillsbury carried out extensive
tests on the final product according to laboratory methods to meet
NASA¡¯s demand
But, there was a problem. There was no food to supply because many
products were used as samples for testing. Pillsbury could not sufficiently
supply NASA with space food, and NASA was faced with a delay in the
space development plans. Pillsbury concluded that testing the final
product according to laboratory method was not the correct way for
testing. They started looking for other methods
In 1985, National Academy of Science (NAS) advised the officials and
the food industry to follow an enforceable HACCP. This triggered the
establishment of National Advisory Committee on Microbiological Criteria
on Food (NACMCF) which suggested the 7 principles of HACCP
HACCP, started in the US, was acknowledged of its effectiveness
From the early 1990s, Canada, Australia and some other companies applied
HACCP standards
In 1993, an international joint food standard committee (Codex) effort
by FAO and WHO put forward a guideline for other countries to apply
HACCP
Now, many countries all around the world are applying HACCP standards
Knowing that applying HACCP at once to all fields is impossible, governments
are applying the standard to high risk food products as priority.
Although it may vary according to the cultural conditions, many countries
apply the standard as a law for livestock and fishery products
And the scope of applied companies is expanding from bigger to smaller
firms. For the US, HACCP standard have come into effect since December
1997 for fishery products and January 1998 for livestock.
EU has made it obligatory to apply sanitation management according
to the HACCP methods and provided separate EU directives for fishery
products, meat and meat products, milk and dairy products demanding
the application fo HACCP system. Japan has applied HACCP since 2002
Korean government has select HACCP as one of 100 major projects
And announced to expand HACCP to all food products by 2005.
The government¡¯s policy on HACCP is solid, and therefore all food
firms
MUST APPLY HACCP
Specific government announcement indicates that boiled fish paste
of fishery processed food; fish, shellfish, crustacean, seasoned foods
of frozen fishery food; bread, Korean cake, noodle of frozen food;
other processed food, ice products of general processed food; cooked
food and lunch box of collective provision food companies are applied
as priority. For butchery, HACCP is applied from January 2007 in steps
until July 2003
Also to ensure livestock safety, livestock breeding process, on-land
fishery farm and non-heated beverage and ready to eat food are all
